" I can envision tobacco companies offering true " light " cigarettes and being very successful "..that's the problem, cigarette companies CANT offer this.

In 2009, the Tobacco Control Act granted the F.D.A. regulatory control of ALL tobacco products, and established procedures for less harmful products to be marketed as Modified Risk Tobacco Products.

In June 2010, the F.D.A. banned the labeling or marketing of “light”, “ultra light” and “low tar” cigarettes. In March of 2012, the F.D.A. issued Modified Risk Tobacco Product Applications Draft Guidance.

The cigarette companies would LOVE to offer and market a "healthier" cigarette. In order to do that, they need the FDA the quantify what a "modified risk tobacco" cigarette is...that is exactly what XXII's X-22 product is.

In order to offer a "modified risk tobacco" product, you would need to decrease the amount of nicotine in the cigarette...to do that you would need to pay XXII a licensing fee.
