In spite of the much higher power consumption of the P4, the quietest systems available are currently P4 systems. Any thoughts on what the AMD response to this will be?

AMD will probably respond with and Amendment to its law suit. It doesn't have the technical strength to respond with infrastructure aka platform improvements.
