while one can appreciate such speculating, let me speculate in the other direction- What if they have already submitted design changes? the 60 days could be up and they could start in the Spring - they don't have to PR that - or they may be getting ready to PR it.

All it takes is a PR stating the mine is starting up and this goes back up. No need to dilute or even R/S - PCFG gets nothing out of it based on their investment, too.
