You are confusing outstanding shares with shares in the float.
The float are shares in the market being freely traded or held. The float shares are also part of the outstanding shares. The share difference between them are still outstanding shares, but they are not in the float.
If they are outstanding shares and not in the float, they are restricted, but still outstanding.
