The natural order relies on the people remaining in control, and not allowing a presumption of state or government supremacy over the people.

The first president of the United States, George Washington, in his Farewell Address warned the American people of situations that may arise by design to usurp the control of the government to the detriment of the people. In one such instance, he describes "a small but artful and enterprising minority" that may organize "an artificial and extraordinary force”:
