Coal Plants Shift Scrutiny From EPA Air Rules To Waste, Water Policies
Coal-fired power plants and other electricity generators are shifting their concerns over the costs of EPA rules away from their long-running focus on the agency's air policies for the sector to pending waste and water rules that they fear will impose massive costs and prompt some plant closures -- even though cost predictions over the air rules proved to be vastly overestimated.
