The DTCC went way under the radar. They own all the shares in all the companies, it's their job to track who has what at the time you and I use em. But it's their paper.
I love how they have become a hot topic. They touch all stock trades. Not BillionsOr Trillions, buy Gazillion $$ worth. I think they get .00001 per share handled. And answers to no one. It's one reason no T/A and you are a sitting duck for a halt. No T/A means you are just a dead shell.
