Remember, Noble signed a partnership agreement with ERHE last year for a block. They did NOT do the same for any indies that may end up on the block. The consortium of Noble/ERHE won the block operatorship. The indies have to show ability to pay their share on their own. Noble said they would carry ERHE to first oil because they have a partnership in the block in exchange for 15% of erhe's rights to the block. They are not obligated to pay for the indies as well unless the JDA has once again changed the rules in mid-stream. Remember when they had to change some sentences last february that caused a further delay? I would not put it past the idiots to do something like that again. Especially since Nigeria made bidders promise to build infrastructure in order to get preferential treatment. Maybe JDA is taking a page from that book and saying by the way, now that we have you by the yahonies, we want you to pony up the scratch for our favorite indies as well and we need a new water filter system, roads need repaving..........
