2)Anyone under the influence is held responsible in any civil matter.
Even if they violated no law, they are assumed to add negatively to any confrontation or disturbance .
3) Bars and restaurants can be held for selling booze to a drunk patron.
4) Courts require alcohol abuse therapy when booze is involved. Civil or criminal.
5) Courts require alcohol sensors installed in cars for many abusers.
6) States require a medical approval for a driver's license.
7) There are medical and physiological conditions that require a Doctor/hospital to report to the DMV and remove one's license.

Booze, guns and cars are three very different subjects.
