That's a popular myth, but majority doesn't equal control. It takes 60 votes to get anything past the Senate, and the Dems only had 56-58 between 2009-2011. The Senate could pass a budget resolution without the cooperation of the house or without the 60 votes, but that resolution would not take effect; it would be an empty gesture.
