Something very simple like a short 20hr. course in high school.
Geese, how many get through high school and don't know how to manage a check book?

There's other ideas that would have to pass through the Supreme Court:
Forced insurance. Not just for loss of gun but for damages.
Implanted ID chip on the handle, national data base.
Medical/psychological testing every four years.

These may sound a bit extreme.............

Most opposition to gun control is from rural and even suburban Americans.
Most Americans (and police) who live in cities understand the risk.
