Didn't TECO hire large US firms

to drill Belize ( Shlumberger & al),

and I mean a while ago, to finally let them down stating they we too expensive ?

Is this a habit to do name dropping in PR's ?

What should we think of the latest LOI ? As serious as all the other PR's ??

Why not put out all this LOI conditions ? Anything left for TECO ?

What is the current OS ?
