That end of the day ask slap occurred 52 seconds before the close. The PPS was .0107 and that last trade was for 2,000 shares @ .014 for a total order valued at just $28. And that $28 order bounced the PPS up 31%!!!!! When bid ask spreads widen, easy for peeps to manipulate the price......especially in closing seconds of a trading session. It's pretty amazing that the smallest of orders can have such a large effect on valuations. Regular laws of supply and demand don't apply in these markets. That folks is the classic definition of a cheap paint job.
