I think they haven't signed on the doted line yet. Perhaps they are timing this prior to March 31, 2013 for all the 10-K's to be filed simultaneously in order to not have to file any 10-Q's for 2012 but rather 10-K's for 2010 to 2012 to save paperwork and money. Looks to me that they are stalling time. May be a good time to take a chance and add more shares?
