If you read the Q it will tell you that they will not be providing processor by processor updates. It also said in the Q that parts have been ordered. Not sure if you've done any DD so I'll also advise you that there is a deal with RKT to place processors at their sites.
How do you know they're not adding a 4th machine in Niagara Falls?

I assume you're now changing your statement and are now saying "so my guess"

There have been no announcements of new processors being erected. If they were going to do something serious, they would have announced it. Makes for great PR. Without building any new plant, there is no point in ordering anything. Makes no sense. So my guess is that this is just a fluff statement meant to generate interest.
