I got the same response from FINRA and they suggested I contact BioPharm and try to find out which market maker supposedly filed the form 15c2-11. There's no way the form can be approved when their corporate status is revoked since a certificate of incorporation is required to be included with the 15c2-11. They don't appear to be dumping shares so it's baffling as to why they're issuing these obviously false PR's.
