GTGP Advantage For Contract at Oak Ridge...

Businesses with a Minority, or Woman, owner have a distinct and significant advantage in the government contract award system. Significant enough to slide in under Big Players, like Siemens and Calgon, if cost is close/same. Seen it happen over and over.

This cost estimate drill is pretty much bidding by a sub for Gov't provided funding. Costs for this have already been estimated, with a max price contract allowed. The Big Players have this down, probably to the penny, because of their experience and connections. If JF comes in at same/under... EARLY CHRISTMAS. Really. Well, maybe not before Christmas because the estimate/bid process time line is uncertain.

Anyone familiar with the Gov't contract system would know this.
