Most investors can buy I'm guessing. Many people who trade penny/sub-penny stocks use etrade. I think your 25% is most accurate and you're correct in that thins potential bid support out. But many tickers with chills on them run and run hard. I wouldn't say that the chill is the worst thing in this room right now.
