That is why you contain her within a small fenced area with the pad. Make first, then reward (play).

If she sniffs the pad, then she apparently does not need to make, but if she learns that even making a token squat gets her out, she has the idea.

Granted, much easier to do this in a warmer climate, but given repetition at regular "pee" times, she'll get it.
