Sure, a promo can mean dilution, so can a merger.

If I'm ABC company and want to by XYZ company and don't have full funds in my checking account for the purchase I'd sell some stock.

Most merger transactions are a combination of share exchange and cash.

If it is in fact company dilution that just means were one step closer to inking the deal; IMO
