nlightn...I've actually had a few calls with an industry expert on diesel fuel/cars/trucks. He says that the US is actually well ahead of most places. For example, the upcoming diesel standards in 2006 will require that exhaust be 6x cleaner than the exhaust coming out of European diesel cars.
