How about using the CT on the thousands of golf courses across the nation and world? Put a CT on each golf cart for tracking them. The course ranger can "see" all the golf carts on the course and expedite play by paging them on the CT. Golfers can respond back to them with the "Push to Talk" feature. Also, if a golf cart goes astray or gets stolen, the ranger knows immediately and can track it down. Some golf courses have GPS on carts already but just for distance to hole monitoring with no communication link.
With 50 golf carts, 100,000+ golf courses around the world ... this is a great market for HISS to explore.
