Halfway. It is not that features would be deliberately "enabled" for Merom (or "locked" for the Yonah product) but both products are different feature-yields from the same silicon. See a recent post to Joe Halada at which stage the dies are sorted and split to products packaged and marketed immediately and dies accumulated in die inventories to be marketed later, and take the process learning curve into account.

Having said this, the short answer is yes.
