Could SEC have placed a Gag order on

Jeffy/KMAG while investigation of others is underway?

No. A Grey is free to issue any PR to its shareholders it sees fit. Neither would the SEC have any objection to a PR being issued on a material event - as long as it's factual. If not factual the SEC is likely to suspend the stock a second time.

Now one could easily imagine the lawyers telling Jeffy, don't issue any more fraudulent monthlies claiming $Ms in non-existing sales- don't do it! Then any Gag is self-imposed.
