The SEC gets the fines. Never goes to the SH if it is a fine. Only if it is a class action suit does it go (After attorneys take toomuch) to the SH.

I heard he only has to pay $1 per month or something like that. Literally. It's really stupid, since in this caes he GOT the money, and it isn't comeing from him as much as disgorging what he illegally took.
