When Avstar was formed they still held a small percentage of ownership rights in a few wells and potential natural gas sites. But the wells had already been depleted and deemed virtually worthless and more of a liability. Since Avstar has not been reporting, it's unknown if they've done anything with the well rights.
As you can see by this link, Pangea was apparently not much better at business than Avstar.

The question about whether Avstar can start another airline with FAA approval. If you read the order by DOT/FAA it would seem that the wording is saying they won't really consider Twin Air or present principals of Twin Air for future approvals. I'd say if Gamber and company are gone, it might be a possiblility. The problem is debt, can Avstar even survive when they haven't been paying anything apparently.
