I think it is a given that "free" is out the window* but this was explained at the lasr AGM that if it made more sense financially to buy materials ready to put in the processor as opposed to preparing it themselves (shredding etc.) That this option would be pursued. Obviously someone has determined that this is the better way to go to guarantee high grade #2 fuel. Wise choice in my opinion.
