DNA Authentication Marking - FSC 5962

DLA is issuing policy to expand requirements for DNA authentication marking on items falling within FSC 5962, Electronic Microcircuits, which have been determined to be at high risk for counterfeiting. DNA marking requirements for manufacturers were implemented in PROCLTR 12-44, which was issued on August 1, 2012, pursuant to the National Defense Authorization Act for Fiscal Year 2012, Section 818, Detection and Avoidance of Counterfeit Electronic Parts. This policy requires contractors to provide items that have been marked with botanically-generated DNA marking material produced by Applied DNA Sciences or its authorized licensees, if any. Effective November 15, 2012, PROCLTR 13-04 revises the clause at Defense Logistics Acquisition Directive (DLAD) 52.211-9074, Deoxyribonucleic Acid (DNA) Marking – Federal Supply Class (FSC) 5962, to incorporate terms and conditions that must be satisfied by non-manufacturers offering to provide items with DNA marking. A new provision is also added at DLAD 52.211-9008, Special Notice – Compliance with 52.211-9074, Deoxyribonucleic Acid (DNA) Marking – Federal Supply Class (FSC) 5962, and 52.209-9028, Qualified Suppliers List of Distributors (QSLD) Federal Supply Classes (FSC) 5961 and 5962.
