If that article is correct that three-quarters of the Iraqi dead in the Gulf War were civilians, then I think we ought to try to find a way to lower that percentage in future wars. Have you found any percentages for the Afghanistan war?
As for economic sanctions, I'm against those in general (including the ones against Cuba) because I think they do more harm than good.

I say that Palestinians have the opposite policy because they have sent out suicide bombers into places that were characterized by concentrations of civilian populations, and little or nothing of military significance. There have been many such attacks, but the actual number is irrelevant, because they shouldn't have been doing it at all. If anyone else is doing it, including our forces or the Israelis, then it is wrong and they should stop doing that.
