skeet, definitely. To find out the # of restricted shares a Penny Co has out there one can usually find it in the Ibox on any Penny here on Ihub just above the messages. Some will not always believe that info to be correct as I in some cases do. If I am in doubt, one can call the Co's IR (Investor Relations) department and ask. They may tell you and then they might give you a phone # for their TA (Transfer Agent) which if you give them a call they will be able to release that info unless that company has their TA "Gagged" which means that the Co has ordered the TA not to give out any info. That many times (not always) should put up a Flag. Hope this helps.
