It is not possible to make war without killing civilians. What I say is that people who are at war have a responsibility to do the best they can to minimize civilian casualties. Al Qaeda and the Palestinians have the opposite policy.

If you think war is never justified, then what do you think the proper response would have been to the biggest attack on U.S. soil since World War II? Just lay down and hope they don't do it again?

We have the right of self defense, and that includes the right to make war on those who attack us.
