the stock currently has very low liquidity. as better news of funding/permits occurs, the liquidity will pick up. it was traded up above a penny on a lot of volume, then when things got quiet, it seems one day a single shareholder or two sold about a million shares and pushed the price down to around .006 or .007. Anyone motivated to sell right now who sells to the bids kills the pps. anyone motivated to buy right now who buys at the ask can launch the stock into the 1.2-1.3 cent range as we've seen.

but other than that one day of sales, and the days of buys a while back that pushed it over 1 penny, there hasn't really been much going on. no one trying to get out. no one trying to get in. just slow going until news but the difference in price between .011 and .007 is basically 1 million shares going off at the bid. someone probably had a bill to pay and needed their $7K back fast. before that day, it hovered around a penny with low volume for a while. that's my opinion but take it with a grain of salt as i'm no pro.
