Lynas needs to find a cost efficient location to recycle the spent/ unused REE material to satisfy the court and ALEB. This has always been a hurdle as no one want to take radioactive waste. Lynas needs to be able to either ship it off shore back to Australia to Mount Weld for recycling (easier to get a permit there) or try to get a Recycling Plant Permit in Malaysia. The slowdowns are being financed by China. Nothing personal, it's just the way they do business.
