I did some investigation (I worked in Telecom years ago).
My OPINION is that either BORK is having an equipment failure with their VOIP, OR they have deliberately taken the toll free number "off hook", OR their VOIP reseller has reason to suspend service, which I find to be unlikely.
Can't dig deeper w/o breaking the law, so that's where I stop.
