Doesn't that require more testing for the Air Permit?
That is, the Air Permit was granted for 3 machines, If and Only If all three machines were constructed essentially identically?
What's all this "1.5, 2.0, 3.0" nonsense about?
Does the NYS DEC know?
"Additional testing may be requested at the discretion of
the Department. If such testing is requested, a written
protocol must be submitted a minimum of 30 days prior to
the scheduled test date and must be approved by the
Department prior to commencement of testing. Written
results must be submitted to the Department within 60 days
after completion of testing. If all three rotary kiln
process units are designed, constructed, and operated in
an identical manner, only one unit needs to be tested to
represent a typical process. If there is significant
variability between the units in as-built construction or
in operating parameters, more than one unit may need to be
tested."
