There is no best bid or offer. You don't actually think they call every market maker to ask what their book is do you? When you get a quote it is likely what NITE has offered and bid as they are they get the most orders routed to them. There will be people occasionally going "why was my bid not filled when a trade went off 30% lower than my bid" just wait...... Illiquidity has started to take hold.
