Mobile - "You do not have authorization to access Level II quotes"?

I just installed the ihub mobile app on my android. I already have a data package with ihub for otcbb level 2. However, when I open level 2 on mobile, I get a white screen that says "Level II quotes are not available" and "You do not have authorization to access Level II quotes"...

Is this just because the market is closed right now or is there something I have to do to gain access?
