Doesn't the VIX being at all-time lows confirm complacency?

Perhaps retail won't join in on a rally this time? Hasn't the market basically rallied 100% from the March 2009 lows?

Perhaps your scenario is unfolding and you're not seeing it because you are looking for one detail that won't unfold as you envision it?
