As for cost of patent, it was less than $1170 and was paid by Rice, so that is not associated with the selling.
Hate to say it, but no lift off is due to a current lack of capital to pursue the business plan and no official announcements (such as a contract) that can be reasonably forecast to specific future revenue/profit. The patent alone may or may not lead to future licensing/production contracts. There is too little known at this point what it can yield.
The market can project revenue/profit once there is enough known about how it is going to come about, but not on blind faith. Therefore, I can understand a lack of committed buying that would drive the price higher, but I'm not sure what is driving the selling, nor whether it is over yet.
All that said, the patent is a big hurdle to clear in reaching any agreements. Hopefully, it was the last hurdle and we'll see something announced soon.
