There would be no need to do an IPO if they were to have 16M shares remaining as authorized. They'd just simply sell those shares on the FN exchange.

Also, as with typical cross-listings there'll likely be a grace period for those wishing to have their shares registered on/(transferred to) FN before incurring a cost.

Any shares above the authorized would require a filing with the Nevada SOS: http://bit.ly/OOxcHg

Therefore, you'd know if there were more than the ~16M being sold for financing.
