Just got off the phone with TD they have confirmed it is under a DTC chill, and he also confirmed that it was an internal decision on their part not to trade it and it doesn't necessarily mean that other companies that deal with DTC have to stop trading it. It is at the brokers discretion.

Further more he was unable to tell me how long it could last
