Because Western Sierra owns the property! Here's from WSRA's shareholder letter for period ending Sept 30, 2012:

We will then initiate a small sampling program looking to confirm the work done earlier in the year and prepare for a final mine development plan and submit that plan to any required agencies in the State of Arizona for review.
