It was likely based on 4,000 lbs/hour since the summary says 4,000 lbs/hour seems achievable based on their professional engineering opinion after witnessing up to 2,000 lbs/hour.

I barely even know how to spell engineering let alone anything about it so I don't know what they did, but I wouldn't be surprised if they increased the feed rate for 15 minutes at a time to test the 4,000 lbs rate while still technically not being in violation of the permit. For example, doing 1,000 lbs for 15 minutes would give a 4,000 lbs/hour rate and give NYSE: SAI some information if they notice zero bottlenecks.

But again I have no idea why or how they came to the conclusions that they did, but the NYSE: SAI engineers who validated JBII went to engineering school, have engineering degrees, and practice engineering so I think they have a basis for their opinion despite any lawyer disclaimers.
