Fast Fish, you are right... I was wrong about the post. The reason there are no fees during those hours is because the windows are closed and you can't force people to pay a fee just because a window is closed. Those hours would be very low volume use anyway and it's a great strategy by CPSZ to offer this because people using the Kiosk during those hours will get hooked and start using them during window hours also. The Kiosk line is definitely more popular than the windows.
