To the extent that Bush was guilty of doing those things, yes they would qualify as lack of moral values or at least the failure to do what one knows is right. I am not aware of those charges being true, and "suspicious insider sales" is neither a legal or moral failure, it is a rumor or a suspicion, nothing more. Whatever the truth or untruth of any of the accusations, they are in his past, not his present or his presidency, which could hardly be said of clinton.

clinton, on the other hand, has displayed a continuous disregard and contempt for any moral values whatsoever except when they serve his personal agenda.

My personal opinion.
