Gusherman, in regard to a certain oil and nat gas company, would it need shareholder approval for an uplisting to a higher exchange after its S1 is approved?

I read that private companies looking to do an IPO can only schedule the IPO once (1) the S1 is SEC approved and, (2) the private investors approve it.

And the process of getting the details of the S1 adjusted to satisfy the SEC may take several months of back and forth communication between the company and the SEC.
