Diluting is a playful word, if you say diluting most assume you mean selling shares into the market. But the company cannot sell shares directly into the market, there is no possible way to do so directly. The CCAJ shell had debt attached to it, the company ISSUED shares to pay that debt, that nearly 400 million was ISSUED to the debt holder who then sold them into the market.

The debt holder is the direct seller, they control how much and when.

Diluting also means any issuance of shares, because in reality the ownership for each stock holder is diluted each time a share is printed. But when you ask a direct question is the company diluting shares into the market, you are going to get the standard answer of "NO" and they are correct by that wording.

Next time ask if they "ISSUED" shares and you will likely get a different answer.
