Edit: is it possible that because the sec hasn't given them an EFFECT that the security holders have decided to buy on the open market to protect their investment?

Could the sec basically say no; you can't dilute another 700 mill, your already in the process of diluting 300....if they want shares "tell them to buy on the open market - there's plenty there!"

Or am I off my rocker again and those shares are already part of o/s? They have to get an effect don't they?
