Well I'm pretty sure they didn't offer what they did to just break even on their investment, so I would assume they value the company somewhat higher than that in the future and have more information available to them than what we can find, in order to make that offer.
It also does not make sense to buy shares to dump and hope you make a profit before the pps hits bottom and volume disappears.
Even if the company did accept an offer, wouldn't the shares still be restricted?

If they want in that bad, let them buy up the float!!!
