Who are these people, and why do they think someone will actually ever reply to them?

Those are called 419 scams named after the section of the Nigerian Criminal Code covering cons. Prior to 2002, these guys operated mostly from African countries particularly Nigeria. Since then, they've set up base operations in many non-African countries.

They think someone will reply because quite a number of folks actually do. If it weren't profitable, this would dry up and go away.
